Diablo Grande Development Opportunity
The Western Hills Water District (WHWD), acting as Custodian and Trustee of the Diablo Grande Community Facilities District No. 1 (CFD), is seeking a qualified master developer to acquire and complete the Diablo Grande community through the Chapter 9 bankruptcy process. Diablo Grande also known as DG.
WHWD is responsible for managing and protecting the CFD’s assets while positioning Diablo Grande for future residential and commercial development. The District continues to operate and maintain key properties, infrastructure, and revenue-producing assets to preserve their value and support future investment.
Current responsibilities include:
- Managing and maintaining District-owned real estate and infrastructure.
- Administering leases, licenses, and property agreements.
- Leasing the Diablo Grande Clubhouse and event facilities.
- Operating the District’s RV storage facility.
- Managing revenue-producing commercial leases, including telecommunications sites.
- Protecting and maintaining public improvements and District assets.
- Preserving infrastructure to support future development.
- Marketing development opportunities to qualified investors and developers.
- Managing District assets and financial operations for the benefit of the CFD and its bondholders.
The District’s goal is to transition Diablo Grande to a financially qualified master developer with the experience and resources to complete the community’s planned residential, commercial, and recreational development. Successful redevelopment will strengthen the local economy, increase property values and tax revenues, create jobs, and fulfill the long-term vision for Diablo Grande.
