Western Hills Water District offers a convenient way to pay your bill, how to read your billing statement and understand what the charges and fees mean on your billing statement.

Pay by Mail

Our Customer Service office is located at:

Our office is located at the water processing plant. We are closed Saturday, Sunday, and Holidays.

All payments may take up to 5 business days to post. We recommend mailing your payment at least five business days before the billing statement’s due date. Please include your payment stub and write your account number on your check or money order.

We accept cash, checks, money orders and credit cards.

Western Hills Water District has added the ability for our customers to pay online, sign up for E statements (emailed) or setup up to have your bill paid automatically (with a date you choose) using your VISA or MC credit or debit cards.

Pay by Phone

Call (209) 895‐9493 and use your credit card to pay by phone during regular Customer Service hours.

Payment Dropbox

While we are in the process of moving the WHWD office to the water plant, you may still pay by dropping your payment (with billing stub) in the dropbox located at the now-vacant office building: 9501 Morton Davis Drive Building B.

WHWD Delinquent Account Policy

September 30, 2025 – Several ratepayers have recently inquired about our policy for delinquent accounts, specifically asking about SB 998 with regard to 60-day shutoffs. WHWD adopted a policy in February 2020 that is fully compliant with state law and SB 998, including shutoffs. Our website has for many years posted an “Announcement to Customers” in that regard. That announcement is consistent with the full District “Rules for Collection/Termination on Delinquent Water Accounts”, which is posted on this website, and was specifically adopted to comply with SB 998.
The Rules were unanimously approved by the Board back in 2020, and will be followed by the District. We hope this clears up any uncertainty about delinquent accounts and potential shutoffs.
